Both LoL champs are great. Both champs have their strengths, weaknesses, and counters. In League's current meta, Sylas usually fairs equally well when taking on Vex, with a 49.4% win rate. Thus, Sylas makes an ok counter for Vex.
While Sylas does have a lower winrate than Vex, when they face off with one another, Sylas also has a much greater learning curve that makes him a more time consuming champ to learn and master. You should be careful when picking Sylas into Vex.
